The Scintillator Tile hadronic Calorimeter prototype, R&D studies and construction plans ---------------------------------------------------------------------------------------- The CALICE Tile HCAL prototype is described in detail. Optimization studies are presented for scintillator tiles with WLS fiber light collection and SiPM photodetectors (more details in poster session) positioned directly on tiles. SiPMs are tiny devices and practically do not introduce a dead space. On the basis of these studies tile-WLS fiber-SiPM systems with about 25 photoelectrons for MIP in 0.5x5x5 cm**3 tiles have been constructed. The calorimeter cassettes design, the photodetector bias voltage supply, front end signal readout and planned quality test procedures are presented. A hadron calorimeter prototype with about 8000 scintillator cells of different tile sizes (3x3 to 12x12 cm**2) is being constructed now to collect data in hadron and electron test beams needed to verify experimentally the Energy Flow reconstruction method.
