HM resigned from role of theoretical subgroup convener due to pressure of work, however, he will continue to serve on the Council. YN has contacted S.Geer asking for a suggestion of a replacement.S.Geer will nominate soon.
Good progress on the plenary meeting agenda. J.Ellis is not yet confirmed. KL to try to contact him by phone this week. If no luck by Friday LR will make the presentation. The unitarity speaker is not yet decided. KL to contact Valle by email and phone.

YN proposed a half hour Council session on Thursday morning
(09h30) to discuss plans. All agreed that this was a good idea.

To be defined when theoretical subgroup convener is defined.
Introduction to standard phenomenology, three flavour mixing, degeneracy and correlations. Will comment on unitarity issues. Need to develop list of possible models for unitarity violation and then see how to distinguish.
Plan to comment that previous analyses did not take into
account uncertainty of matter effect in limits.
Goal would be to try and define the type of results that the study should seek to generate and indicate the assumptions that need to be made (machine and detector performance). Would need to address the performance of each facility independently as well as in combination.
YN suggests that organisation on lepton-flavour violation in muons could be strengthened either by creating a subgroup on muon physics or by co-opting a muon theorist to the Council.
Action 3.1: LR: Consider how best to strength muon representation in
physics study.
KL described motivation for proposal circulated before the meeting. LR commented that the process would clearly evolve and that muon physics should be mentioned. KL to update text and redistribute for comment.
Action 4.1: KL: Update w/s #1 first bulletin and re-circulate.
It was agreed that a short document would be generated at the
end of each workshop.
